Project A Program and Policy Development Advisor, Innovation and

Improvement Sciences advises Senior District Management in designing,

developing, and implementing the District-wide initiatives in the area of

innovation and improvement sciences, including but not limited to,

School Performance Accountability, School Choice, and Enrollment

System, and Innovation School Design.

Job Duties/Responsibilities A Program and Policy Development Advisor, Innovation and

Improvement Sciences serves as a technical consultant and advisor to

Senior Management on issues relating to the alignment of improvement

sciences with District goals and initiatives. In addition Program and

Policy Development Advisor, Innovation and Improvement Sciences:

  • Plans, organizes, and leads the development, implementation, and

management of innovative District-wide initiatives focused on

improvement sciences.

  • Designs and develops recommendations of various policies, guides,

procedures, and memos that are under the jurisdiction of the Division of


  • Analyzes school performance data, enrollment trends, demographic

projections, program outcomes, and fiscal considerations to support

policy recommendations and decisions.

  • Convenes and facilitates cross-functional working groups to align and

integrate initiatives and efforts District-wide.

  • Advises the Chief Academic Officer on issues relating to educational

policy innovation in the improvement sciences.

  • Acts as a liaison amongst the Board of Education members, Senior

Management, and other divisions regarding District-wide initiatives.

Minimum Requirements EDUCATION:

Graduation from recognized college or university with a bachelor’s
degree preferably in public policy, public administration, social science,

or related field. A graduate degree in one of the aforementioned areas is



Four years of executive or management level experience implementing

and managing complex initiatives and strategies pertaining to

improvement sciences. Experience in a California K -12 school district is



A valid California Driver License.

Use of an automobile.

NOTE: For the purpose of this recruitment improvement sciences refers

to improving existing educational programs/systems to advance students

performance, work that directly help students and/or instructions, or to

accelerate student learning.

Desirable Qualifications The ideal candidate will have professional experience in implementing

and managing innovative and complex initiatives and strategies

pertaining to improvement sciences in a California school district


This position requires the ability to conduct complex research; prepare,

review, and execute complex budget proposals and plans; analyze data

and trends; and strategize, plan, and advise senior management on

issues relating to the alignment of improvement sciences with District

goals and initiatives. For this reason, the ideal candidate we are looking

for will have strong organizational and analytical skills and excellent

communication skills both orally and in writing. This ideal candidate will

also have extensive project management experience including the

responsibility for developing and implementing strategies and action

plans in areas related to school reform. In addition, he/she will have the

ability to lead the development and management of innovative

District-wide initiatives focused on School Choice, Enrollment, and

Accountability Systems.

As important as this individual’s professional experience is, the person’s
ability to cultivate relationships and work effectively with both internal and

external stakeholders will be essential to work success. This individual

will have experience interacting with Board Members, District

administrators, school personnel, public organizations, city officials, and

related professional networks. He/she will act as a liaison amongst the

Board Members, District senior management, and other divisions in

developing, implementing, and improving District-wide initiatives.
