Position Description

Advertised Job Summary

The IAM Program Manager is responsible for the implementation, enhancement, and maintenance of Identity and Access Management ( IAM ) solutions. This position is responsible for ensuring that development and support activities are clearly aligned with the priorities and strategic goals of the University and the division. The program manager is responsible for the implementation and maintenance of a modern IAM framework – a set of business processes, policies, data governance, and supporting technologies that enable appropriate and timely creation, maintenance and use of digital identities. The Program Manager will collaborate on, and monitor the activities of, a variety of IAM -related projects and initiatives, to ensure coordination of efforts, appropriate integration, and synchronization of key project timelines, product/service implementations and system enhancements.

Minimum Qualifications (Classified and Unclassified positions)

Master’s degree in business related field and 4 years related program management experience, or bachelor’s degree and 6 years related experience.

Significant technical IAM experience (at least 5 years) in a complex environment, including identity stores, provisioning/de-provisioning, authentication and authorization, SSO , privilege management, and group/attribute management.

Preferred Qualifications

Demonstrated IAM experience in a comparably complex higher education setting. Experience integrating IAM solutions with ERPs. Strong technical/systems architecture expertise. Significant project management experience in a complex organization. Previous experience supervising highly technical teams. Familiarity with PMBOK and PM best practices. PMP certification preferred. ITIL Foundations certification preferred.


Must be a consensus-builder with a high degree of emotional intelligence and organizational awareness. Must possess skills in planning, assigning, and supervising the work of others and communicating effectively. Must be able to work with senior University executives to understand the mission, goals and objectives of the University. Experience with AD/ LDAP and central identity repositories. Experience implementing vendor solutions for large-scale, enterprise systems. Experienced with data transformation and real-time integration strategies and technologies ( ETL , Web Services, Messaging). Ability to move between strategic and tactical issues quickly. Ability to communicate

effectively, verbally and in writing, to senior management as well as peers, subordinates and team members. Ability to quickly assess project issues and risks and to develop appropriate risk mitigation strategies. Must possess the demonstrated ability to lead by influence and persuasion in a multidisciplinary team setting.
